Scope of Work (SOW)
Health Financing and Pharmaceutical Supply Chain Consultant: Advisor/Sr Advisor level to be determined based on experience
Duration: 3 months (65 days)
Location: Must be based in Dar-es-Salaam, Tanzania and able to attend in-person meetings.
Background
As part of the USAID Ugavi Bora, Afya Bora project, ThinkWell seeks a consultant with expertise in health financing and pharmaceutical supply chain management to provide targeted technical assistance and strategic input for a short-term project in Tanzania, with the possibility to extend based on funding.
Responsibilities
- Technical Assistance & Strategic Engagement
o Provide expert technical input to ThinkWell scope for the Ugavi Bora, Afya Bora project, including participation in meetings with national-level stakeholders (e.g., ministries of health, principal secretaries), on health financing.
o Lead or contribute to health financing or supply chain study, including design, data collection, analysis, and reporting.
o Contribute to technical aspects of governance and private sector engagement in the supply chain.
o Offer senior-level expertise in quantitative and qualitative health financing analyses, policy development, and research. Key focus areas include unit costing, health budget analysis, insurance benefits package design, resource mobilization, and evaluating health system and supply chain reforms.
- Program Planning & Partner Coordination
o Support work planning for assigned projects, ensuring alignment with partner and donor priorities.
o Facilitate high-level meetings with external partners and stakeholders related to health financing
- Monitoring, Evaluation, and Learning (MEL)
o Contribute to MEL frameworks for health financing project components, including indicators and data collection tools
Reporting & Communication
- Participate in regular check-in calls with the ThinkWell project team.
- Provide bi-weekly progress updates and a final summary report at the end of the consultancy.
Requirements
1. BA/BS and 10+ years of experience or graduate degree and 8+ years of experience. Degrees in health financing, supply chain management, economics, health economics, public health, or other related degrees preferred.
2. Substantive, relevant work experience in health systems with a development agency, NGO or government. Adept at communicating technical information to non-technical audiences.
3. Previous experience and proven track record in providing technical advice to high-level stakeholders on health financing topics.
4. Expertise on research and assessment design related to health financing.
5. A strong understanding of the current health financing and pharmaceutical supply chain landscape in Tanzania.
6. Demonstrated experience designing and delivering capacity building related to health financing.
7. Demonstrated ability to engage effectively with external strategic partners, donors, and stakeholders.
8. Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas.
