Purpose of consultancy:

Assessment of Technology-Facilitated Gender-Based Violence in Cameroon

Scope of work:

(Description of services, activities, or outputs)

The consultation is aimed to conduct a comprehensive assessment of GBV in Cameroon. This assessment will:

  • Identify the risk and protective factors associated with GBV, including the most common behaviors, the most commonly used mechanisms, the groups most affected by GBV, etc.
  • Determine the extent and forms of GBV in Cameroon, with a focus on the most vulnerable groups.
  • Establish the links between GBV and humanitarian crises and human trafficking situations to identify the most recurrent forms and their prevalence.
  • Analyze the consequences of GBV on survivors, their families, and society.
  • Evaluate existing response mechanisms to GBV, including laws, policies, services, and civil society initiatives.
  • Formulate recommendations to the various stakeholders to strengthen prevention and response to TFGBV in Cameroon.

Duration and working schedule:

The duration of the consultation is estimated at thirty (30) days, starting from the date of the signature of the contract.

Place where services are to be delivered:

Yaoundé and nationwide

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

Upon signing the contract, the consultant will, depending on their methodological approach, be required to:

  • Collect a hybrid of primary data (interviews, questionnaires, observation grids, focus groups, experiments, censuses, etc.) and secondary data (research journals, reports, documents, websites, newspapers, and textbooks, etc.)
  • Process and analyze the collected data
  • Analyze the data and produce a first draft report
  • Present the draft report for approval
  • Submit the final study report

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The consultant will be required to provide the following planning, monitoring, and reporting elements:

  • An inception report including a detailed work plan and evaluation methodology.
  • A comprehensive evaluation report, including concrete recommendations.
  • A presentation of the evaluation results.

Supervisory arrangements:

The consultant will be working under the supervision of the Gender/GBV program specialist.

Expected travel:

The consultant should be ready to travel in 10 regions, if necessary.

Required expertise, qualifications and competencies, including language requirements:

The consultant must have the following qualifications:

  • Advanced university degree (Master’s degree) in social sciences, law, public health, or a related field.
  • Proven expertise in GBV and human rights.
  • In-depth knowledge of the Cameroonian context and ICT.
  • Demonstrated experience in qualitative and quantitative research.
  • Excellent written and oral communication skills in French and English.
  • Ability and tact in handling sensitive topics.

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

UNFPA could provide a working space for the consultant if necessary.
